There is no public beta for it, but there are ways you can get it. To answer your other question no downloading iOS 10 won't give you watchOS 3. You would still have to get the watchOS 3 profile and install it. No it does not. I've heard there's no Public Beta for watchOS because it's such a hassle to downgrade to the previous version if you have to.

Basically it requires sending the Watch back to Apple! It's not the end of the world if you run into issues on the Watch considering it's more of an accessory than its own device.
